What it is (factually)

Zhipu AI (ζ™Ίθ°±AI) is one of China’s most prominent academic-origin AI labs. It spun out of the Knowledge Engineering Group (KEG) at Tsinghua University, Beijing β€” China’s most prestigious engineering university. Its product family is built on the GLM (General Language Model) architecture, an alternative to the more common Transformer decoder architecture used by GPT and others.

Products include:

  • ChatGLM β€” the consumer chat product (chatglm.cn for domestic China)
  • GLM-4 / GLM-4.5 / GLM-5 β€” model lineup
  • Zhipu AI API β€” for developers
  • CodeGeeX β€” coding model
  • GLM-4V β€” multimodal (vision + language)
  • CogVideoX β€” video generation
  • CogVLM β€” vision-language model

ChatGLM-6B (released March 2023) was one of the first widely-distributed open-weight Chinese language models, used by many open-source AI researchers globally.

Critical context: In January 2025, the US Department of Commerce added Zhipu AI to the Entity List (the US export-control list), citing national security concerns. This designation means:

  • US persons and companies generally cannot transact with Zhipu AI without specific licenses
  • Cloud services, software, and many technologies cannot be exported to Zhipu without authorisation
  • It signals the highest level of formal Western government concern about a Chinese AI lab

For Australian organisations, the Entity List designation is a strong signal β€” AUS export controls and security frameworks (DEPS, AUKUS-aligned controls) often follow US Entity List determinations.

Why we recommend against it

Same five-reason framework β€” with the Entity List designation as additional weight:

  1. Data goes to China. Chinese-domestic infrastructure.
  2. Chinese law applies. PRC framework.
  3. Outputs filtered. CAC rules.
  4. US Entity List designation (Jan 2025) signals serious US national-security concern. AUS organisations generally follow Five Eyes-aligned restrictions.
  5. Western alternatives exist for every use case.

Specific concerns:

  • Tsinghua KEG lab connections to PRC state research programs are documented
  • Zhipu has received Chinese state strategic investment through funds connected to PRC industrial policy
  • CogVideoX video gen model (open weights) has been adopted by some Western researchers β€” same political-filtering-in-the-weights concerns as DeepSeek
  • Entity List signals are not symbolic β€” US companies actually face penalties for transacting with Entity-Listed parties

Gotchas

  • Entity List designation matters. This is not a β€œdiscretionary policy” β€” it’s enforceable export control. AUS organisations should treat Entity List parties similarly to US organisations would.
  • Open-weight Zhipu models (ChatGLM, CodeGeeX, CogVLM, CogVideoX) are widely available on Hugging Face β€” same caveats about political-filtering training as other Chinese open weights
  • The Tsinghua academic origin is sometimes used to suggest Zhipu is β€œmore like a research project than a state-aligned company.” The Entity List designation reflects US assessment that this framing is insufficient
  • Zhipu’s β€œBigModel” branding for its enterprise platform (bigmodel.cn) is sometimes confusing β€” same company, same jurisdiction
